The National Motor Freight Classification (NMFC) system is undergoing significant changes, with the first phase of updates taking effect on July 19, 2025. These revisions, part of the "Classification Reimagined" initiative by the National Motor Freight Traffic Association (NMFTA), aim to modernize, simplify, and standardize how Less-Than-Truckload (LTL) freight is classified.

Here's a brief overview of the key upcoming changes:

  • Shift to Density-Based Classification: A major change is the increased emphasis on density (weight per cubic foot) as the primary factor for determining freight class, especially for commodities without special handling, stowability, or liability concerns. This is designed to create a more consistent and predictable classification process.

  • Revised Density Scale: The current 11-tier density scale will be replaced by a new 13-tier system, introducing new classes (50 and 55). This allows for more precise classification, potentially leading to lower rates for heavier, more compact shipments.

  • Simplified Commodity Listings: Approximately 2,000 commodity listings are being consolidated and modernized. This reduction in the number of distinct NMFC items aims to make it easier for shippers to identify the correct classifications.

  • New Special Handling Identifiers: Unique flags will be introduced to identify freight that requires special handling, has unique stowability considerations, or carries additional liability precautions. This enhances transparency between shippers and carriers.

  • Updated Compliance Requirements: Shippers will need to review and revise their shipping documentation to align with the new NMFC items and subprovisions. Non-compliance could result in freight rate adjustments, clerical fees, and operational disruptions.

  • Enhanced ClassIT+ Tool: The NMFTA's online classification tool, ClassIT, is being upgraded to ClassIT+, which will offer improved usability and API integration to facilitate more accurate quoting and automation.

Impact for Shippers and Carriers:

  • Rate Changes: As product classes may change due to the new density-focused system, LTL shipping costs could increase or decrease depending on the specific characteristics of the freight.

  • Increased Importance of Accurate Data: Shippers will need to be more diligent in accurately determining and providing precise weight, dimensions, and density for their shipments to ensure correct classification and avoid reclassification risks and billing disputes.

  • Streamlined Processes: The overall goal is to reduce ambiguity, simplify the classification process, and improve efficiency for all parties involved in LTL shipping.

These changes will be implemented in phases, with Docket 2025-1 being the first. Shippers and carriers are encouraged to proactively prepare by reviewing their current classifications, ensuring accurate data capture, and utilizing updated tools and resources provided by the NMFTA.
